LCCM provides assistance with heating energy, whether it be heating oil or another heating source such as coal, wood or natural gas, etc.
Eligibility: With heating oil, the potential recipient must be completely out of oil or have less than one quarter tank. LCCM can only provide up to 100 gallons of heating oil. For assistance with one's natural gas bill, the potential recipient should have a shut-off notice or show the inability to pay the bill within five days of the due date. LCCM may only be able to pay a portion of the total bill (usually a one-month average).
For UGI Utility customers, other options are available for assistance with their bill.
UGI's Customer Assistance Program (CAP)

UGI's Customer Assistance Program (CAP)
- UGI's Customer Assistance Program (CAP) provides an opportunity for families and/or individuals to create a clean slate with UGI Utilities, restore his/her credit history and take one step closer to becoming financially independent.
- Once enrolled, the client must make regular monthly payments (payment amount is based on income, usage and amount owed) over a 6-30 month period (length of time is dependent on amount owed and monthly usage). After faithful payments are made for 6 months, UGI will forgive a third of the total arrears amount prior to enrollment in the program. After another 6-12 months of faithful payments, UGI will forgive another one-third of the total arrears amount. This will continue until the total arrears amount prior to enrollment is forgiven.
- Eligibility for UGI's Customer Assistance Program (CAP) is based upon the total household income. Please review the income guidelines listed below. If your total household income (that includes all income received by all members living in the home) is within these guidelines, you may be eligible to be enrolled in UGI's Customer Assistance Program (CAP).
